Abstract / Summary:

Survey into User Perceptions of Codes of Forest Practice - A summary report on a survey of user perceptions of Codes of Forest Practice and similar instruments in eastern Australian States

In Australia, codes of practice or regulations are applied to forest operations to minimise soil erosion and preserve water quality. This report summarises the results of a survey into the views or perceptions of over 140 supervisors, contractors and operators who have to work with these codes and instructions. Major survey outcomes included:
á The need for codes of practice has a very high acceptance level
á Overall compliance is perceived to be high
á Training content and follow-up needs improvement
á Plantation codes need to consider the intensive nature of the operations
á The pressure to supply resources can limit code compliance during wet conditions

Stockpiling and seasonal closure policies need examination
á Specialist contractors should be considered for road maintenance and site rehabilitation activities
á Machine design should aim at limiting oil losses
á Wet weather road use policies should distinguish between economic impacts and water quality impacts
á Contract rates should contain a fair provision for good practice
á Codes should cover all road construction and maintenance activities
á Road drainage conditions should be the concern of all forest users
á All supervisors should have training in supervisory skills
á Machine operators and fallers need to be fully informed at all times of code requirements

Detailed conclusions are also included in the report which it is hoped will assist the managers of public and private land, and forestry contractors and operators.
